BAYBAY CITY, Leyte – Students rejoice as President Edgardo E. Tulin approves the appeal of 73 graduating students who were not able to obtain the signature of Prof. Manolo B. Loreto, Jr., the last approving officer in the graduation clearance.

Prof. Loreto refused to sign the graduation clearance of the said students because they arrived in the University Student Services Office (USSO) past the 12MN deadline. The Dean of Students said that it is beyond his authority to sign the clearance especially that a Presidential memorandum was circulated on this matter. (See story here: Clearance puts at least 50 seniors in graduation limbo)

As a matter of practice, the VSU administration has been strictly implementing the 12MN rule in accepting application for graduation for the several years now.

The students, however, insisted that they made it to the 12 midnight cutoff at the VSU Library, showing their clearances signed by the third and second to the last signatories: Ms. Andreli D. Pardales, the University Librarian, and Mr. Eliezer Velasco, the University Registrar.

With this, a petition was filed by Student Regent Mark Michael Unlu-cay to appeal for President’s consideration.

In a closed-door meeting between the Vice President for Instruction, the University Secretary and the Student Regent, President Tulin approved the request in a phone patch as he is currently in Paris for a partnership engagement with a French university.

The approval only covered those students who were at the University Library before the 12MN cutoff. However, there was no extension made to include other students who failed to submit their approved thesis manuscripts before midnight.

One student who was teary-eyed during the announcement expressed her thanks to President Tulin for showing his compassion to the graduating students. In an interview, she said that “Magbunga gyud ang among kahago sa pagpilaw-pilaw para sa among thesis manuscripts . Thankful kaayo ko kay President Tulin kay gihatagan mi niya og higayon to graduate.”

[Our hardships and sleepless nights in working for our thesis manuscripts was not put in vain. I am very thankful to President Tulin for he gave us the chance to graduate this year.]
